Georgia’s economy expanded by 6.9% in real terms in the second quarter of 2026, according to preliminary national accounts published by Geostat on 18 September. Yet the same release recorded a 4.8% decline in real value added in construction. Activities related to real estate grew by 4.9%. Three figures from one period therefore describe different parts of the property economy rather than a single, uniformly rising market.
Construction value added measures economic activity generated by the sector; it is not a count of newly issued permits, finished apartments or completed home sales. The decline could reflect the timing and composition of work across residential buildings, commercial projects and infrastructure. The GDP release alone cannot establish which of those components drove the change or whether a particular city faces a shortage of homes.
Likewise, growth in real-estate activities should not be read as a 4.9% rise in house prices. The national-accounts category covers economic services linked to property. Its performance may differ from the pace of actual construction and from advertised or registered apartment prices. Those indicators require their own datasets and observation periods.
For a buyer, the useful question is whether a specific Tbilisi or Batumi neighbourhood has sufficient completed stock, financing and demand for the projects being offered. For a developer, a weaker construction reading is a reason to check execution schedules and capacity rather than assume that strong GDP growth protects every project.
