Romania recorded 1,418 cadastral reception and registration operations for future property during July–September 2026, according to the National Agency for Cadastre and Land Registration (ANCPI). Its 16 October release identifies the highest volumes in Ilfov, with 284, Bucharest, with 269, and Iași, with 174. These are administrative operations under the newer framework, not 1,418 completed apartments or property sales.
Law 207/2025 introduced procedures for recording future condominium buildings and identifying future individual units before completion. An ANCPI clarification dated 23 March 2026 explains that the relevant changes to cadastral procedures became operational on 8 March. The framework allows individual land-register records to be opened for future units using the building permit and approved documentation. Those records must still be updated when construction is completed and final subdivision is registered.
For an off-plan purchaser, the practical question is whether the specific promised unit can be matched to its cadastral record, permit, layout and notarised documentation. A registered future unit is not the same thing as an existing, handed-over apartment. Buyers should separately examine the developer’s ownership rights, encumbrances, payment safeguards, contractual deadlines and the consequences of changes to the project.
ANCPI also reported 108,437 transactions involving houses, apartments and land in the quarter, down from 174,706 a year earlier. That broader count is not directly comparable with the 1,418 future-property operations, and the agency did not say that the new registration process caused the change in transaction volumes. Administrative disruption during the summer is another reason to avoid treating registered volumes as a pure measure of housing demand.
