Western Pomerania completed 7,723 dwellings in 2025, 4.4% fewer than in 2024, according to the Statistical Office in Szczecin. The regional release, published on 14 October 2026, also counts 3,089 newly completed residential buildings, a 0.9% annual increase. The two measures describe different things: one building may contain a single home or many apartments. A rise in the building count therefore does not contradict a fall in the number of completed homes.
The office also reports a decline in dwellings covered by building permits or notifications accompanied by a construction design. At the same time, permits for new residential buildings increased. It does not provide those two permit totals in the release summary, so the direction of change should not be turned into a claim about the number of future apartments. Average residential-building construction time also lengthened.
For buyers and developers, the combination is a supply signal rather than a price forecast. Fewer completed dwellings can affect the stock entering the market, but the figures do not identify how many homes were offered for sale, sold, or left vacant. They cover the entire voivodeship, not Szczecin alone, and do not measure transaction prices, rents or mortgage demand. Those separate indicators are needed before drawing conclusions about affordability or investment returns.
The next useful comparison is between new permits, construction starts and completions by locality and building type. Until that breakdown is available, the defensible conclusion is narrow: regional housing completions fell in 2025 while the count of completed residential buildings rose slightly.
