Cyprus says its housing push has passed €300m and 5,500 units — the two new schemes are only part of it

The president’s latest update is important because it shows that those measures sit inside a much larger housing programme.

President Nikos Christodoulides said government housing investment now exceeds €300 million and that more than 5,500 new residential units are being added to the market. He also said more than 15,000 families are already using the faster licensing procedures introduced by the government.

The two latest schemes remain concrete pieces of that wider effort. The family-property measure can allow an additional dwelling to be created by adding a floor, extending an existing home or using free space on the plot, including in some cases where the normal building coefficient has already been exhausted. The state-land scheme starts with 570 plots across all districts, offered to eligible households at 25% of the land’s market value.

The Ministry of Interior says the discounted plots are aimed at Cypriot citizens under 45 and are subject to income, family and owner-occupation criteria. This is therefore not an investor subsidy. Its direct effect is to lower the land-entry cost for qualifying households that want to build their own home.

The €300 million and 5,500-unit figures should not be read as output from the two new schemes alone. They describe the government’s wider housing programme, which also includes affordable-housing construction, planning incentives, state-land development and measures to bring more homes into use.

The policy question now shifts from announcements to delivery: how quickly the new units reach the market, where they are located, and whether they are concentrated in the districts facing the greatest affordability pressure. The scale is material; the timing and geography will determine how much it changes prices and rents.
