Romania's residential construction pipeline weakened during the first eight months of 2026. Data from the National Institute of Statistics, reported by Romanian business media at the end of September and on 1 October, show 21,791 permits for residential buildings were issued from January through August. That was 12.2% fewer than in the same period of 2025, with declines recorded in seven of the country's eight development regions.

The largest absolute decreases were reported in the North-East, West, South-Muntenia and North-West regions. Bucharest-Ilfov was the exception, with four more residential-building permits than a year earlier. August itself was slightly firmer than July: authorities issued 2,943 permits, a monthly increase of 1.2%, covering 721,726 square metres of usable area, up 1.3%.

For the housing market, permits are a forward-looking supply indicator rather than a measure of completed homes or transactions. If the national decline persists, the future construction pipeline could become thinner. One better month, however, is not enough to establish a reversal, and the regional split shows that Bucharest-Ilfov is not following the national pattern.
